DUI Driver Indicted For 2023 Maryland Crash That Left Two 19-Year-Old Women Dead: Police

The allegedly intoxicated driver who killed two 19-year-old women in an early morning crash last year in Montgomery County has been indicted by a grand jury, authorities announced.

Elkridge resident Jean Pierre Velasco, 20, is facing nearly a dozen charges following an incident in March 2023 that resulted in the deaths of Leslie Kristin Ventura and Kailey Briana Vigil, officials say.

The crash was reported shortly after 4 a.m. on Saturday, March 4, 2023 on Montrose Road near Hitching Post Lane in Rockville.

The initial investigation determined that a black 2012 Infiniti G37 with possibly four occupants inside crashed into the center median, left the roadway, hit a fire hydrant, an electrical control box and several other objects, before crashing into the utility pole.

Ventura, a Germantown native, was pronounced dead at the scene. Rockville resident Vigil was rushed to an area hospital in critical condition, where she died from her injuries two days later on March 6, 2023.

A third passenger left the crash scene before police arrived investigators said at the time, and the driver of the Infiniti was taken to the hospital for treatment and evaluation of minor injuries.

During the investigation, police say that it was determined Velasco was responsible for the fatal crash.

On Wednesday, the Montgomery County Department of Police announced that Velasco has been charged with two counts each of negligent manslaughter by vehicle, homicide by vehicle while under the influence of alcohol, homicide by vehicle while under the influence of alcohol per se.

He was released on an unsecured personal bond.
